The purpose of this Agreement is to ensure effective conservation, optimum utilization and rational management of the fisheries of mutual interest off the coasts of the United States and to establish a common understanding of the principles and procedures under which fishing may be conduc ted by nationals and vessels of Portugal for the living resources over which the United States exercises fishery management authority as provided by United States law.
