Excellency,

I have the honour to refer to the Agreement between the Government of Canada and the Government of the Union of Soviet Socialist Republics on co-operation in fisheries in the north-eastern Pacific Ocean off the coast of Canada, done at Moscow on January 22, 1971, in two copies, each in the English, French and Russian languages, each text being equally authentic, and to the meeting of representatives of the two Governments held in Ottawa from February 5 to 8, 1973, and to propose, on behalf of the Government of Canada, that the Agreement continue in force from February 19, 1973, and remain in force for two years, and that the additions contained in the attached Annex be incorporated therein and become an integral part of the Agreement.

I have the honour to propose that this Note together with its Annex, in English and in French, and your Excellency's re-ply in Russian, shall constitute an Agreement between our two Governments, the English, French and Russian versions of which shall be equally authentic, to continue as amended the Agreement between the Government of Canada and the Government of the Union of Soviet Socialist Republics on co-operation in fisheries in the northeastern Pacific Ocean off the coast of Canada, done at Moscow on January 22, 1971, which shall enter into force on February 19, 1973.

ANNEX

Addition of a fourth paragraph to Article I

The scientists shall make assessments of the condition of stocks involved in the operations of the fishing vessels of the two countries and, on the basis of scientific evidence, shall make such joint recommendations to the two Governments as may be necessary to ensure conservation of those stocks.

Addition of a second paragraph to Article VI

The Government of Canada will permit scientific research vessels of the Union of Soviet Socialist Republics engaged in co-operative investigations under the terms of this Agreement to call at the ports of Prince Rupert, Vancouver and Nanaimo, British Columbia, in accordance with the customs and immigration laws of Canada, for the same purpose, and, in addition, for the purposes stated in Article I of this Agreement.

I have the honour to refer to your Note of February 15, 1973, concerning the Agreement between the Government of the Union of Soviet Socialist Republics and the Government of Canada on co-operation in fisheries in the north-eastern Pacific Ocean off the coast of Canada, done at Moscow on January 22, 1971, and to the meeting of representatives of the two Governments held in Ottawa from February 5 to 8, 1973, and agree, on behalf of the Government of the Union of Soviet Socialist Republics, that the Agreement will continue in force from February 19, 1973, and remain in force for two years, and that the additions contained in the attached Annex be incorporated therein and become an integral part of the Agreement.

In reply I have the honour to inform you that the proposals set forth in your Note are acceptable to the Government of the Union of Soviet Socialist Republics, and to state that your Note of February 15, 1973, together with the attached Annex, and this reply shall constitute an Agreement between our two Governments to continue as amended the Agreement between the Government of Canada and the Government of the Union of Soviet Socialist Republics on co-operation in fisheries in the north-eastern Pacific Ocean off the coast of Canada, done at Moscow on January 22, 1971 which shall enter into force on February 19, 1973.
