Signatures assumed to be those of 'then-current' members of agreement being amended. ARTICLE XXVIII: Amendment 1. Amendments to this Convention may be made by consensus of the Meeting of Heads of State or Government or of the Ministerial Council. 2. Such amendments shall enter into force thirty days after ratification by two-thirds of the Member States.
