The Embassy of the United States of America presents its compliments to the Ministry of Foreign Affairs of the People’s Republic of China and has the honor to refer to the Memorandum of Understanding between the Government of the People’s Republic of China on Effective Cooperation and Implementation of United Nations General Assembly Resolution 46/215 of December 20, 1991, done at Washington on December 3, 1993 and extended.
The Embassy has the honor to propose, on behalf of the Government of the United States of America, that the Memorandum of Understanding, currently scheduled to expire on December 31, 1996, be extended until December 31, 1998. If this proposal is acceptable to the Government of the People’s Republic of China, the Embassy has the further honor to propose that this note and your note in favorable reply shall constitute an agreement between our two governments, which shall enter into force on the date of your note in reply.
The Embassy takes this opportunity to renew to the Ministry of Foreign Affairs of the People’s Republic of China the assurances of its highest consideration and looks forward to an early response to the above proposal.

The Ministry of Foreign Affairs of the People’s Republic of China Presents its compliments to the Embassy of the United States of America in China and has the honour to refer to the Embassy’s note dated October 22, 1996 in respect to extension “the Memorandum of Understanding between the Government of the People’s Republic of China and the Government of the United States of America on Effective Cooperation and Implementation of United Nations General Assembly Resolution 46/215 of December 20, 1991, done at Washington on December 3, 1993 and extended”, which reads as follows:
“The Embassy of the United States of America presents its compliments to the Ministry of Foreign Affairs of the People’ s Republic of China and has the honour to refer to the Memorandum of Understanding between the Government of the People’s Republic of China and the Government of the United States of America on Effective Cooperation and Implementation of the United Nations General Assembly Resolution 46/215 of December 20, 1991, done at Washington on December 3, 1993 and extended.
The Embassy has the honour to propose on behalf of the Government of the United States of America, that the Memorandum of Understanding, currently scheduled to expire on December 31, 1996, be extended until December 31, 1998. The Ministry of Foreign Affairs of the People’s Republic of China confirms on behalf of the Government of the People’s Republic of China that the above said proposal is acceptable, to the Chinese Government and this note and Embassy’s note shall constitute an agreement between two governments and come into force on date of issuance of this note.
The Ministry of Foreign Affairs avails this opportunity to renew to the Embassy of the United States of America in China the assurances of its highest consideration.
