This agreement's entry into force was based on the "tacit acceptance" procedure of its underlying agreement which is available here.
The amendment's specific text regarding entry into force was:
  • "CITES Agreement text: 'Amendments adopted at a meeting shall enter into force 90 days after that meeting for all Parties except those which make a reservation in accordance with paragraph 3 of this Article. '"
NB: Some agreements allow all, or certain types of, amendments to enter into force "tacitly" for all countries that do not object to them by a given date (usually 90 days after passage of the amendment by the relevant institutional body).
In these cases, the IEA Database Project infers membership status in the amendment based on the entry into force date of the amendment, membership at that point in time for the agreement being amended, and the absence of any explicit objection by a state.
The following is data currently in the IEA database for agreement actions. Agreement actions (signature, ratification, entry into force) can change frequently. The IEA Database Project updates this data approximately once a year and tries to ensure it is current and accurate. Membership status is coded as follows:
  • Countries included are those that have signed and/or ratified the agreement in question. This means that countries that have signed but failed to ratify an agreement will appear in the table but with a status of "0" in all years, since the agreement would only enter into force for them if/once they ratify.
  • Where the membership data source provides it, membership status is based on the year of entry into force.
  • Where the membership data source does not provide entry into force data, membership is inferred from the year of a country's ratification, so long as that year occurs after the entry into force year of the agreement.
  • Because status reflects entry into force, status is "0" for ALL countries from the date of signature of the agreement until the date the agreement enters into force generally.
  • NB: Membership status can return to 0 from 1 if a country withdraws from an agreement (and they may, subsequently, become a member again).
